Rustin's cabin was burnt down to the foundation in 1941.
You see what is actually left of the cabin's foundations in BoS, as being where the tapes were found, and where the tour camps for the night.
So, is the cabin in TBWP an entirely different dwelling built by someone unknown in the mythology(I don't remember there being anything told of anyone else living in those woods) or was it a sort of timeslip? I believe it's the latter.
PS - in the game, Blair Witch volume 1 : Rustin Parr(setting is 1941 while Parr awaits execution), the investigator visits the site of Parr's cabin on multiple occasions, and at times it is the burnt out husk(as seen in BoS), at others the multistoried dwelling seen in TBWP. At one point, upon investigation of the cellar, she sees a man standing facing into the corner as a woman comes rushing down the stairs carrying a video camera(not from 1941). The scene quickly dissapears as the girl is attacked from behind by a vague shadow, and the cellar is empty. Timeslip is really the only explanation.
